This is just a gut feeling, but it seems like too much analysis in such comparably small numbers would create a fair bit of overhead, and consume time and money that should be spend in producing the ads or, well, doing business. Imagine a local advertiser booking an ad on a local TV station - would they rather get the video right or coming up with a more accurate way of measuring how many folks saw the show?</description>
